Odredivanje vizije razvoja, definisanje prioriteta, izrada i primena strateških dokumenata, bile su najvažnije aktivnosti Gradske uprave Vranje u prethodnom periodu.Partnerski odnos sa brojnim medunarodnim organizacijama i gradanima rezulitirao je donošenjem krucijalnih dokumenata, cija je primena doprinela ne samo bržem razvoju i institucionalnom jacanju, vec i približavanju standardima Evropske unije.
Strategija razvoja opštine Vranje od 2006. do 2010.godine, jedan je od prvih dokumenata koji je usvojen, i do sada je realizovano više od 80% definisanih projekata. Ova cinjenica potvrduje da u funkcionisanju jedne lokalne zajednice, strateški dokumenti predstavljaju temelj i pokretac celokupnog razvoja, ali i da su podložni promenama, uslovljenim kretanjima u društvu.
Tim motivom Grad Vranje se rukovodio prilikom ucešca na konkursu projekta zajednicke podrške lokalnim samoupravama „Exchange 2“, koji finansira Evropska unija, a sprovodi konzorcijum predvoden GDSI LDT u saradnji sa Stalnom konferencijom gradova i opština.Zajedno sa još 19 opština i gradova, predstavnici Vranja potpisali su Sporazum o saradnji sa programom „EXCHANGE 2“, nakon cega je formiran tim koji ce raditi na reviziji postojece strategije.Odredeno je pet radnih grupa i to za sledece oblasti:
- Infrastruktura
- Poljoprivreda
- Ekonomski razvoj
- Socijalna politika i civilni sektor
- Životna sredina
Za koordinatora je imenovan Boban Stankovic, pomocnik gradonacelnika, a za fasilitatora Ivana Nešic.
Održan je i prvi forum partnera, a veliko interesovanje predstavnika javnog, privatnog i civilnog sektora za ucešce u projektu garancija je da ce revizija postojece Strategije dati nove smernice i podsticaj za dalji razvoj grada.

Definition of the vision of development, definition of priorities, drafting and implementation of strategic documents, were the most important activities of the City Administration of Vranje in the previous period. Partnership relations with numerous international organizations and citizens have resulted in adoption of the crucial documents, the implementation of which has contributed not only to a faster development and institutional building, but also to the approximation of the standards of the European Union. The Strategy of Development of the Municipality of Vranje from 2006 to 2010 is one of the first documents that has been adopted and, up to now, over 80% defined project have been implemented. This fact confirms that, in the operation of one local community, strategic documents represent the foundation and prime mover of the overall development, as well as that they are subject to amendments, conditioned by the trends in the society. The City of Vranje was guided by that motive when pit participated at the competition within the project of joint support to the local self-governments „Exchange 2“, which is financed by the European Union, and implemented by the consortium headed by GDSI LDT in cooperation with the Standing Conference of Cities/Towns and Municipalities . Together with additional 19 municipalities and cities/towns, the representatives of Vranje signed the Agreement on Cooperation with the program „EXCHANGE 2“, after which a team was formed, which will work on the revision of the existing strategy. Five working groups were identified, specifically for the following areas:
• Infrastructure
• Agriculture
• Economic development
• Social policy and civil sector
• Environment.
Boban Stankovic, the Assistant Mayor, was appointed as the Coordinator while Ivana Nešic was appointed as the facilitator. The first forum of partners has also been held, and the great interest of the representatives of the public, private, and civil sectors to participate in the project is the guarantee that the revision of the existing Strategy will provide new guidelines and stimulus for further development of the city.
